"I think limiting it to off hospital grounds or during work is fine.  Basically saying they can not smell like smoke when on duty.   I think it pushes the boundaries too much to say they must never smoke even on their time-off."

"The office I work in requires us to be in the office from 8am-5pm - no flex-time. I used to be able to flex at my previous company and found it to be realy great! It was nice to be able to take an aerobics class that started at 5pm."
